Q: What will Ukraine be provided at this this summit? It is certain it will not be offered NATO membership.
A: NATO summits tend to be quite underwhelming. There’s a great deal of posturing and narrative, but little in the way of bold, meaningful change—a lot of smoke but very little fire. Ukraine cannot receive an offer of NATO membership at present, for various reasons. Even Biden confirmed this publicly. NATO expected the war to go much differently, better for Ukraine and worse for Russia. This has not happened. As a result, NATO has little to offer Ukraine in tangible terms, and nothing beyond that which it has already offered:
· Military Assistance: Western weapons and targeting intelligence have been the lifeblood of the Ukrainian war effort for nearly a year and a half, but the West has little left to give and Ukraine has suffered tremendous losses. NATO can continue to provide some weapons and ammunition, but these will be less than what NATO previously supplied—both in quantity and quality. None of this will alter the outcome of the war in a perceptible manner. The same is true for Western intelligence and operational planning assistance. The facts on the ground favor Russia and there’s no way around this.
· Money: Enormous infusions of Western cash are the only reason the government of Ukraine can operate at all. NATO is likely to pledge continued financial assistance. This, too, will have no impact on the ultimate outcome aside from keeping the government afloat.
· Promises: Expect the typical platitudes, “stay the course,” “for as long as it takes,” “unprovoked aggression,” “freedom,” “democracy,” and so on. I also expect some sort of halfhearted, nonbinding pledge for a pathway to membership following the war’s conclusion. This is a hollow promise, of course. The possibility of NATO membership for Ukraine was a primary reason why Russia launched the SMO. It makes no sense that Russia would tolerate Ukraine in NATO post-conflict. Rather, Russia would not conclude the SMO until it was certain Ukraine could not join the alliance.
