Does Pedophilia Result From Sex Abuse? Data, Experts Say No

Chelsea -- Michael Jacques, the Randolph man at the center of the investigation into the death of 12-year-old Brooke Bennett, told a judge in 2004 that abuse he suffered as a boy led him to sexually assault girls and young women.
But both local and national sex abuse experts say that, contrary to popular perception, there is no conclusive evidence that people abused as children are likelier to commit sex crimes than anyone else.
"The answer is no, there is no direct correlation," said Kim Marsh, director of sex offender services for the New Hampshire Department of Corrections. "It's a myth that people really perpetuate."
"The data are inconclusive," said Scott Berkowitz, president of Washington, D.C.-based Rape, Abuse and Incest National Network (RAINN.) "The vast majority of kids who are abused don'tup abusing someone later in life and the vast majority of rapists weren't abused."
A report by the federal General Accounting Office in 1996 examined 25 studies that probed for links between childhood abuse and later sex crimes. The GAO found that, while a few studies found that a substantial portion of sex offenders said they had been abused as children, the studies taken together established no link between suffering abuse and becoming an abuser.
"The experience of childhood sexual victimization is quite likely neither a necessary nor a sufficient cause of adult sexual offending," the report concluded.
The GAO report said more research is needed to determine which, if any, childhood experiences increase the likelihood of someone becoming a sex offender. Experts interviewed for this article said those factors remain elusive today.
Georgia Cumming, director of the Vermont Department of Corrections sex offender treatment program, said the widespread perception of a link is often rooted in a desire to explain alarming crimes.
"You want an explanation, and you want to give other people an explanation," Cumming said. "But being sexually abused does not cause someone to sexually abuse." Jacques' history of sex crimes has come into focus since he was arrested and charged with kidnapping Brooke on June 25, the day she disappeared. Federal affidavits say Jacques lured Brooke, his niece, to his East Bethel Road home to sexually assault her. Jacques was convicted in 1993 for raping an 18- year-old woman he knew.
When he was 11 years old, according to court documents, Jacques began sexually assaulting an 8-year-old girl whom he knew, and eventually got her pregnant. A criminal charge was dropped in 1985 when the girl refused to testify. In recent weeks, police have filed affidavits that say Jacques, over the course of five years, repeatedly sexually assaulted another girl whom he knew, beginning when she was 9 years old and continuing until recently.
"It had been an issue in my life for quite a long time, since I was probably about seven years old, actually," Jacques, who is now 42, said during an October 2004 hearing in which he requested to be released from probation, according to a transcript. "I was abused when I was seven until I was ten years old and that's when I, that's when I really started having issues."
"Having issues, meaning that you started to be the aggressor and started sexually assaulting others?" Judge Amy Davenport asked Jacques inside Orange District Court.
"Yeah, although ... I never actually acted on them, but, you know, I mean, things start, I mean, I mean, acted on them when I was seven years old, but in my mind, you know, I would," Jacques replied.
Jacques' family declined to comment this week.
Experts said that, like other forms of childhood trauma, suffering sexual abuse can lead to psychological problems and be a factor that leads to troubled behavior later in life. Victims of sexual abuse, experts say, are likely to experience problems common to other traumatic childhood experiences, including an inability to trust and form relationships, and bouts of anxiety.
But it is not a reason that people begin abusing others.
"What predators are good at is manipulating kids and systems in general," said Abby Tassel assistant director of Lebanon's WISE, a domestic and sexual violence crisis center. "One of the reasons the (myth) spreads is predators say it in order to get people feeling bad for them and get the general community to look at them less as predators and more as victims."
Saul Schoenberg, a Montpelier-based psychologist who provided sex- offender treatment to Jacques outside of prison, said he believes that people who begin abusing others at a young age may be driven by abuse they have already suffered. But he said that was based on clinical observations, and not data or studies.
Schoenberg spoke generally and, citing patient confidentiality, declined to comment specifically on Jacques.
Officials said that prison sex offender treatment programs in both Vermont and New Hampshire take into account previous abuse when crafting treatment plans for specific inmates.
In Vermont, Cumming said they try to get inmates who suffered past abuse to talk about the issues in group sessions. In New Hampshire, Marsh said previous abuse is tackled in one-on-one therapy sessions outside of sex offender treatment classes.
