Seuraavana päivänä onkin sitten Katzenbach:in muistion vuoro, jossa todetaan että kansa on saatava vakuuttuneeksi siitä, että Oswald yksin oli syyllinen presidentin murhaan... Salamurhasta on kulunut kolme päivää...
Puhelinkeskustelu Hooverin ja Presidentti Johnsonin välillä... Johnson lopettaa kaikki käynnistyvät tutkimukset salamurhasta ja haluaa ainoastaan Hooverin tutkivan tapahtumia.. Tämä on mahdollista ainoastaan nimittämällä komissio arvioimaan Hooverin raporttia.. Johnson perustaa Warrenin komission samana päivänä.... Salamurhasta on nyt kulunut viikko..

The President called and asked if I am familiar with the proposed group they are trying
to get to study my report - two from the House, two from the Senate, two from the
courts, and a couple of outsiders, I replied that I had not heard of that but had seen
reports from the Senate Investigating Committee,
The President stated he wanted to get by just with my file and my report. I told him I
thought it would be very bad to have a rash of investigat ions . He then indicated the
only way to stop it is to appoint a high-level committee to evaluate my report and tell
the House and Senate not to go ahead with the investigation, I stated that would be a
three-ring circus.

22.1 -64 Komissio on saanut tietoonsa, että Oswald on saattanut toimia vuosia FBI:n tiedonantajana ja kokoontuu käsittelemään asiaa.. Oswaldista liikkui paljon huhuja Dallasissa, mutta tätä pidettiin varsin vakavana.. Mitä tekee komissio..? Päättää niputtaa tutkimuksen ja tuhota todisteet tästä kokouksesta, minkä tekikin.. Joku tallenne kuitenkin säilyi vuoteen 2039 asti salattujen dokumenttien joukossa, josta se saatiin oikeudenkäynnissä vapautettua...
Komissio myös suorastaan valehteli raportissaan, tässä yksi esimerkki.. Komissio totesi Oswaldin opiskelleen venäjää oma-aloitteisesti ja omalla ajallaan.. Todisteet kuitenkin kertovat hänen suorittaneen venäjänkielenkokeen merijalkaväessä...
Speculation.--Oswald learned Russian during his service in the Marines as part of his military training.
Commission finding.--Oswald never received any training from the Marine Corps in the Russian language. His studies of Russian were entirely on his own time and at his own initiative.
